Overview

The East Adams Neighborhood Transformation is a collaborative effort between Syracuse Housing Authority (SHA), McCormack Baron Salazar (MBS), the City of Syracuse, Blueprint 15 (BP15), and many other community partners. This major effort aims to revitalize a section of the Historic 15th Ward, a 27 block, 118 square-acre area that includes more than 1,400 public housing units. The project seeks to reconnect neighborhoods, stimulate public and private investment, and build durable pathways out of poverty with greater educational, economic, and health opportunities for current and future residents.

What is Being Done?

Community-identified Goals:
  1. Increase the availability of quality housing.
  2. Enhance access to quality education.
  3. Increase economic opportunity through workforce and small business development.
  4. Enhance the neighborhood's overall connectivity and visibility. 
Activities/Expected Outcomes:  
  • Temporary relocation and return of current residents.
  • Deconstruction and construction of new residential housing units.
  • Phased approach to redevelopment to minimize disruption of the residents.
  • One-for-one replacement of all McKinney Manor and Pioneer Homes public housing units.
  • Construction of additional market rate and affordable housing units to deconcentrate poverty.
  • Construction and modernization of public infrastructure to increase neighborhood connectivity, visibility, and safety.
  • Street dedications of new public right of way (“McKinney Street”).
  • Placemaking and multi-park improvements, including the development of a new “Linear Park” connecting Roesler and Wilson Parks.
  • Development of the Children Rising Center, which will include an early learning center, a parent/child play space, and space for health, wellness, and recreational opportunities.
  • The opening of the world-class STEAM high school.
  • Construction and development of new first-floor commercial spaces in mixed-use housing. 

Background

The East Adams Neighborhood Transformation is critical to redressing the destruction of the Historic 15th Ward, a once-thriving black community that was greatly impacted in 1950s and 1960s when the Department of Transportation and the State of New York selected to build the highway in the middle of the neighborhood. Subsequent social and economic policy decisions have hindered progress and constrained the neighborhood's economic potential. However, the New York State Department of Transportation's (NYSDOT) decision to replace the current I-81 viaduct with a community grid offers a unique opportunity to reinvigorate the city's urban core.  

In anticipation of the I-81 viaduct removal, a myriad of community partners led by Syracuse Housing Authority and the City of Syracuse embarked on this master planning effort to help facilitate a shared vision for the neighborhood. The plan reflects residents' strong desire to revitalize the neighborhood to be a safe, healthy, and strong community that supports its children and elderly and offers the same opportunities for success as other neighborhoods in Syracuse.  

Today, the first phases of development are in motion, with construction work to begin in 2025. 

Area

The East Adams neighborhood is bounded by East Adams Street to the north, Midland Avenue to the west, Colvin Street to the south, and I-81 to the east. The boundaries reflect historic neighborhood definitions, natural geographic boundaries, and landmarks.
