Vincent Scipione Appointed to Director of Digital Services

Syracuse Mayor Ben Walsh announced the appointment of Vincent Scipione to Director of Digital Services in the Office of Analytics, Performance and Innovation (API). In this role, Scipione will lead efforts to modernize digital systems, leveraging technology to improve both the constituent’s digital experience with the City and the effectiveness of our employees.

Scipione will work to create a sustainable and simplified digital landscape for government functions. He will design, develop and implement a strategic plan for the City’s digital services improvements that aligns with policy and technology management. He will also direct cross-functional digital systems planning and coordination.

Scipione joined the City in 2022 as Smart City Manager in the Office of the Mayor. In this role he supported the development and implementation of local digital equity plans, including Surge Link, Syracuse’s Community Broadband Program, to address the digital divide in Syracuse. He also monitored the effectiveness of projects using the Internet of Things and other “smart” systems to enable more efficient and equitable City operations; much of this work will carry on to his role as Director of Digital Services.

Scipione earned his Master of Science in Information Management from Syracuse University with the addition of a Certificate of Advanced Study in Data Science, and his Bachelor of Science in Information Management and Technology. Scipione has since returned to SU as an Adjunct Professor in the iSchool. He is a graduate of FOCUS Greater Syracuse’s Citizens Academy and serves as a member of Syracuse University’s Generation Orange Leadership Council.
