City Seeks Consultant to Prepare for Property Reassessment

The City of Syracuse Department of Assessment has released a Request for Proposals (RFP) seeking a consultant to support preparations for a possible citywide property reassessment. This early phase project will analyze the feasibility and operational requirements for a revaluation and provide the information needed by the Mayor and Common Council to be able to authorize the full initiative.
As part of the 2024-25 City budget, the Common Council approved the allocation of $1 million to complete the planning process for a reassessment intended to be completed for the final roll date of March 31, 2028. The selected consultant will be tasked with collecting and verifying data on recent real estate sales and property attributes, providing a foundation for the reassessment of approximately 41,448 parcels. If authorized, a full reassessment would take place over portions of three fiscal years, and would form the foundation for a fairer, more equitable property tax system.
Reassessment is essential to maintaining equity in property taxation. It involves analyzing and evaluating properties, adjusting assessments where necessary to reflect up-to-date market conditions. In recent years these conditions have included double-figure appreciation, in keeping with nationwide trends.
Interested companies are invited to attend a mandatory pre-proposal conference, which will be held via Microsoft Teams on December 11, 2024. Attendance at this conference is a prerequisite for submitting a proposal. Companies that do not attend, either directly or through a representative, will be disqualified. Representatives may not appear on behalf of more than one company.
Questions must be submitted via email to the Division of Purchase at purchase@syr.gov by 4:00 p.m. on December 20, 2024, or presented during the pre-proposal conference. Proposals are due no later than 2:30 p.m. on January 31, 2025. Late submissions will not be considered.
