The United States Environmental Protection Agency (EPA) recently promulgated the Lead and Copper Rule Improvements (LCRI) which builds upon the Lead and Copper Rule Revisions (LCRR) finalized in 2021. This new rule requires the City of Syracuse (City) to complete a host of actions associated with its drinking water system (System), some of which include:
• Prepare and submit a Service Line Inventory (SLI), with regular updates and expanded data requirements
• Provide public notification letters to customers that have a Lead Service Line (LSL), a Galvanized Requiring Replacement (GRR) SL, or an Unknown Material SL (USL).

The City has prepared and submitted their Initial Lead Service Line Inventory (LSLI) which includes approximately 17,200 LSLs and approximately 16,100 USLs. The City has received approximately $23M in grants and loans from the New York State (NYS) Environmental Facilities Corporation (EFC) for the purposes of updating its LSLI and for Lead Service Line Replacement (LSLR). The funding received by the State requires the City to hire an external engineering firm to manage the LSLR project. In conjunction with the funding, the NYS Department of Health (DOH) requested a plan detailing how the City will expend these funds.

Included in SOW: Develop a framework and Program Management Plan that covers the management and coordination approach to LSLR such that they City can successfully execute a cost effective and compliant LSLR Program.
