Syracuse Comprehensive Plan
The City of Syracuse Comprehensive Plan describes the vision and goals for the community's future and provides the foundation for all land use regulation in the city. The Syracuse Common Council adopted the current plan and the five component plans in 2014.
In 2022-23, the Division of City Planning will begin the next update to the comprehensive plan. City Planning will engage with a wide range of people, organizations, the city administration and city departments to revise the plan, which will guide government spending and action over the next five years.

Bicycle Plan
The Syracuse Bicycle Plan 2040(PDF, 9MB) is a component of Syracuse’s Comprehensive Plan 2040 – an update of the Comprehensive Plan 2025 adopted by the Common Council in 2005. This component addresses both the justification for creating a rigorous bicycle network, as well as outlining how the City of Syracuse can expand its current system.
Historic Preservation Plan
The Historic Preservation Plan(PDF, 17MB) is a component of Syracuse’s Comprehensive Plan 2040 – an update of Comprehensive Plan 2025 adopted by Common Council in 2005. This component is based on a comprehensive preservation planning document created by a 2003 graduate-level SUNY Environmental Science and Forestry urban design studio class. Bureau of Planning & Sustainability staff condensed the document to its most essential and achievable policy recommendations that will help guide the overall preservation program and the potential revision of the Landmark Preservation Ordinance.
Public Art Plan
The Public Art Plan(PDF, 12MB) is a component of the Syracuse’s Comprehensive Plan 2040—an update of Comprehensive Plan 2025 adopted by Common Council in 2005. The Syracuse Public Art Commission authored the Public Art Plan. In addition, the Commission solicited input from stakeholders from the arts, culture and business communities, the TNT Neighborhood Planning Councils, and the general public. The Public Art Plan outlines the City of Syracuse’s principles, policy and procedures for the municipal public art program, including the care, management and expansion of the City’s public art collection.
Sustainability Plan
The Sustainability Plan(PDF, 5MB) is part of the City of Syracuse Comprehensive Plan 2040, a policy document meant to guide the operations of City government in ways that preserve and enhance the local and global environment, reduce the City’s energy costs, and improve quality of life for Syracuse residents
