Home Investment Partnership Program (HOME)

Every year, the Department of Neighborhood and Business Development (NBD) supports agencies with HOME funds to:

  • Build new homes and fix-up existing properties.
  • Help developers and non-profit housing organizations improve neighborhoods.
  • Fund projects that offer developer subsidies and direct homebuyer assistance.

Funds are available to agencies and developers, including for-profit and non-profit organizations.

Community Housing Development Organizations (CHDO)

As part of the HOME program, a minimum of 15 percent must be allocated for housing development activities in which qualified CHDO's are the owners, developers and/or sponsors of the housing.

A CHDO is a specific type of private non-profit entity that meets certain requirements pertaining to their legal status, organization structure, and capacity and experience. The City of Syracuse is required to certify/recertify CHDO's on an annual basis.
