Community Development Block Grant (CDBG)

Every year, the Department of Neighborhood and Business Development supports agencies with CDBG funds to:

  • Develop high-quality, affordable housing by fixing up old buildings (or knocking them down to make space for new ones).
  • Help people buy new homes.
  • Support programs for youth, adults, and seniors offered by nonprofit organizations and community centers.

Who Can Apply?

Funds are available to non-profit agencies that are tax exempt under the 501(c) (3) provision of the Internal Revenue Code. Agencies may apply on behalf of another entity that will administer the program and either does not have 501(c)(3) status or requires fiscal sponsorship.

Community Based Development Organization (CBDO)

A CBDO is generally an organization that undertakes specific kinds of CDBG-funded activities, including neighborhood revitalization, community economic development, and energy conservation. They can be for-profit or non-profit organizations but cannot be governmental entities. A CBDO may be designated as a subrecipient by the grantee. To be considered for certification, an agency must submit a completed certification application along with a completed CDBG application.
