Program Year 49 Draft CAPER Released

The Department of Neighborhood & Business Development (NBD) has released the draft of the City of Syracuse Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 49 (2023-24). 
The CAPER reports on the City’s performance of its Year 49 Action Plan for Entitlement Grants from the U.S. Department of Housing and Urban Development (HUD). The Draft CAPER is now available for download and review.

 

15-DAY PUBLIC COMMENT PERIOD

As part of our Citizen Participation Plan outlining how we inform and involve citizens in our budgeting process and funding practices, NBD will accept comments from the public for a period of 15 days following the release of the Program Year 49 (PY49) DRAFT CAPER(PDF, 686KB).  

The public comment period begins July 12, 2024 and ends Friday, July 26, 2024. All comments will be accepted for consideration. The final version of the PY49 CAPER will include all comments received by NBD.

PROGRAM INFORMATION

The City allocates Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership Program (HOME) funds annually to support services that address community development, housing, and human services needs identified in its Five-Year Consolidated Plan.
 
The Annual Action Plan is created to outline specific programs and funding priorities for each program year within the five-year period. The City releases the CAPER annually at the end of each program year to report on accomplishments and progress towards achieving the goals identified within the corresponding Annual Action Plan and overarching Five-Year Consolidated Plan.


PUBLIC MEETING

NBD will hold a Public Meeting to report on the performance of the Year 49 Action Plan and receive public comments on Wednesday, July 24 at 5:30 p.m. in the Common Council Chambers at City Hall, 233 East Washington Street, Suite 314, Syracuse, NY 13202. 

Residents planning to speak at the meeting are asked to provide a written copy of their comments upon arrival.
