Municipal Separate Storm Sewer Systems (MS4s)
The MS4 General Permit is designed to reduce the amount of sediment and pollution that enters surface and groundwater from storm sewer systems to the maximum extent practicable. Stormwater discharges associated with MS4s are subject to regulation under the National Pollutant Discharge Elimination System and NYSDEC State Pollutant Discharge Elimination System (SPDES) General Permit. Through the MS4 General Permit, the City of Syracuse is required to develop a Stormwater Pollution Prevention Program (SWPPP) that incorporates best management practices (BMPs) applicable to our MS4.
Each locality developed programs that identified and eliminated non-stormwater discharges in the storm sewer system, including illegal dumping of materials such as paint, leaves, debris, oils and grease into storm sewers.
City of Syracuse is also responsible for the enforcement of programs controlling waste and sediment and reducing pollutants from construction sites - major contributors of urban stormwater pollution.
