Syracuse Housing Strategies Corporation

The Syracuse Housing Strategies Corporation was created to enable a protected, flexible source of capital to create and preserve safe, affordable, and attractive housing opportunities for current and future City of Syracuse residents.

Goals and Objectives

  1. Address housing market & housing affordability outcomes as identified in the Syracuse Housing Study and related plans.
  2. Remediate mounting disinvestment and deferred maintenance in the City's housing stock.
  3. Provide residents thereof with safe, secure, affordable living conditions.
  4. Attract new residents.
  5. Promote economic development and enhance the real property tax base in the City.

Committees

Committee members consist of members of the Board of Directors. They are appointed by the Board of Directors at the annual meeting of the Board of Directors. Each committee consists of at least three Directors.

Audit

Responsibilities Include:

  • Hiring a certified independent accounting firm in compliance with the State Public Authorities Law to conduct the annual independent audit.
  • Establishing the compensation to be paid to the accounting firm; and
  • Providing direct oversight of the performance of the annual independent audit.

Number of Members: 3 (at minimum)

Election Process: Elected by the Board of Directors at each annual meeting.

Governance

Responsibilities Include:

  • Keeping the Board informed of current best governance practices.
  • Reviewing corporate governance trends.
  • Updating the Corporation’s governance principles.
  • Advising the appointing officials on the skills and experience required of potential new Board members.
  • Examining ethical and conflict of interest issues.
  • Performing Board self-evaluations.
  • Recommending amendments to the organization’s By-Laws

Number of Members: 3 (at minimum)

Election Process: Elected by the Board of Directors at each annual meeting.

Term: 1 year

Finance

Responsibilities Include:

  • Overseeing debt and financing practices and making related policy recommendations.
  • Recommending firms to support bond counsel, underwriting, and investment.
  • Meeting with corporate staff, independent auditors, and outside counsel as needed.
  • Reporting annually to the Board.
  • Reviewing annual operating budget.
  • Overseeing investments.
  • Assessing capital plan.
  • Reviewing procurement and related policies.

Number of Members: 3 (at minimum)

Election Process: Elected by the Board of Directors at each annual meeting.
